Independent, dependency-free codec for the virtio-accel protocol 1.0 candidate.
This crate intentionally does not depend on virtio-accel-proto, zerocopy, or any shared
wire type. It implements the normative byte contract with explicit little-endian reads and
writes so conformance tests can exercise interoperability through bytes alone.
